PANAMA CITY BEACH — The three remaining candidates for chief of police bring different skills and come from different backgrounds. With a combined 72 years of experience between them, each has several commendations and at least one blemish on their records.
City Manager Richard Jackson will conduct individual interviews with each finalist and, assuming one of them is suitable (indications are that any of them would be suitable), he expects to have selected Chief Robert Harding’s replacement around the first of the new year. This report is based on the three finalists’ personnel files and their interviews earlier this month with the Civil Services Commission.
The files provide a glimpse into the various career paths that have led each finalist to their current position. Maj. Mike Moring is an investigator who was making big cases while the other finalists were still in grade school. Capt. Drew Whitman spent his entire career in the patrol division; he’s been supervising other officers for more than a decade and groomed for leadership. Robert Colbert, the former deputy chief of the Panama City Police, has worked patrol and investigated major crimes, and has spent much of the past decade pursuing advanced degrees with the majority of his tuition paid for by Panama City.
